Density is the difficulty
Mines divided by total tiles gives the danger level. Beginner (10/81) is about 12%. Expert (99/480) is about 21%. Keep custom boards between 10% and 25%: below 10% games feel trivial, above 25% they devolve into guessfests.

Choosing dimensions
Width and height mostly affect screen space and session length. A 12×10 board with 20 mines is a quick mid-game; a 20×20 with 70 mines is a long challenge. On phones, keep width at 12 or less so tiles stay tappable.
Designing practice boards
Want to train 1-2-1 patterns? A wide, thin board (20×8) with moderate density produces long pattern runs. Want to practice safe guessing? Use a small board with high density and study where logic ends.
